I want to say 169, now be mature when reading that. Now I know it probably doesn't make sense but this is what I see. I got that was;

398=964 so take the 3 and 8 and square it (9 and 64) then put together 964.

118=164 same thing here 1 and 8 is 1 and 64 which makes the 164.

356=936 same here 3 and 6 which is 9 and 36 which makes 936.

Now for 423 take the 4 and the 3, square them and you get 16 and 9, so my answer is 169.
