Alrigtt i feel like people have decided an age like 21 for some reason don't know on what a basis they decided but I feel like after 18 our brain are actually developing and can handle stuff better cause when we are young we tend to do things which seem cool to us and then get into trouble I know some of my friends who have been in trouble weather be it parents or their mental health or addiction
and about the book I'm not aware
