now

the total percentage that gave vote is- (44+26)%= 70%

those who didn't have vote ,their percentage is-30%

x's 70%= x×70/100= 7x/10

now in 7x/10 voters

44% gave vote for ramesh means

7x/10× 44/100 votes

= 77x/250 votes

so

77x/250=11484

or 77x= (11484×250)

or x= (2871000/77)

or x= 37285.7≈37286

so

now total number of voters is 37286

and who didn't gave vote for either candidate is-

{37286×(30/100)}

=11185.8≈11186.
