The main cause of refraction of light is the fact that it's speed isn't same in every medium.

Explanation:

Light travels fastest in Vacuum/Air (~ 3×10^8 m/s^-1) as there are rarer medium(have less density, so they provide less obstruction)

But as it enters a different media, it's speed changes due to change in density of the medium and as a result, refraction occurs.
