Explanation:

In general, atoms are most stable, least reactive, when their outermost electron shell is full. Most of the elements important in biology need eight electrons in their outermost shell in order to be stable, and this rule of thumb is known as the octet rule.

Each element attains stability by obtaining the electronic configuration of the nearest noble gas.

The octet state of stability is when the outermost shell or ultimate shell of the atom has eight electrons in it, like the electronic configuration of any noble gas other than Helium, i.e. neon, argon, krypton, xenon or radon.
