Explanation: If there are 24 hours in a day, 60 minutes in an hour, and 60 seconds in a minute, then there should be in a solar day. But, there aren't! The Earth's rotation is not consistent, that is if we measure the length of a mean solar day, it is not consistently 86,400 seconds. This difference is why we need leap seconds
