9 \times  \frac{2}{3}

 = 3 \times 2

 = 6

as 9 is a multiple of 3, we cancel them out. which gives us 3 in the numerator.

If you are having confusion, then you could simply multiply 9 with 2/3 and then reduce it to the lowest terms.

9 \times  \frac{2}{3}  =  \frac{9 \times 2}{3}

 =  \frac{18}{3}

now by reducing to the lowest terms, we get 6 as the answer.
