As we know that the time period of oscillation is

f = \frac{1}{2\pi} \sqrt{\frac{k}{m}}

here we know that

m = 1500 kg

f = 3Hz

now when mass is increased due to passengers

M = 1500 + 4(75)

M = 1800 kg

we will have

\frac{f_1}{f_2} = \sqrt{\frac{M}{m}}

\frac{3}{f_2} = \sqrt{\frac{1800}{1500}}

f_2 = 2.75 Hz
