first let's find he have how much money ;

let's take total money that he have be x

so

x = 28×650

x = 18200

now let's find how much pen he could bought if each increases by 78

let be the number of pens as y

so

x=(650+78)y

18200=728y

y=\frac{18200}{728}

y=25

∴ he could buy 25 such pens after increase in cost
