Let us substute

X = 3

 {3x}^{3}  -  {8x}^{2} + x + 7 = 0

 {3(3)}^{3}  -  ({8(3)})^{2} + 3 + 7 = 0

 {9}^{3}  -  {24}^{2} + 10 = 0

(729) -( 576 )+ 10 = 0

(739) + (576) = 163

163 is not equal to zero.

( X- 3 ) is not factor of

 {3x}^{3}  -  {8x}^{2}  + 3 + 7 = 0
