I think that the area should be in metres because it is a field..

If it is in metres just change the units everywhere in the solution from cm to m.

Let, width of rectangular field be x cm and length be 4x cm .

  Given :  Area of rectangular field ( a ) = 30976 cm²

                 Width ( b ) = x cm

                 Length ( l ) = 4x cm

Now,

  a = 30976 cm²

or, l * b = 30976    ( formula of area (a) = l * b )

or, 4x * x = 30976  ( putting the value of l and b )

or, 4x² = 30976    

or, x² = 30976 / 4

or, x² = 7744

or, x = √7744

∴ x = 88

Then,

∴ b = x = 88 cm

∴ l = 4x = 4 * 88 = 352 cm

Again,

Perimeter of a rectangular field = 2 ( l + b )

                                                        = 2 ( 352 + 88 )

                                                        = 2 x 440

                                                        = 880 cm .
