Nope , directive principles of state policy in part iv of the constitution , cannot be enforced in any court of law. There is difference between fundamental right( mentioned in part iii of the indian constitution ) and directive principles.

Fundamental rights is taken from the United States of America while DPSP(directive principle of state policy) is taken from the Irish Comstitution . Fundamental rights are against the tyranny rule of legislature , executive , privates individuals. While DPSP is the morally responsibility of the state to implement . For example health and sanitation is necessary for well being , providing elementary education , hygenic food and proper nutrition like recently under Angawadi scheme.

Fundamental rights in case is voilated , a aggreived person can go to supreme court and high for their enforcement but in the case of DPSP it is non enforceable. In Mineravalla case supreme court held that there should balance between fundamental rights and directive principles. As well as Graville Austin said that fundamental right and directive principles are the philosophy of the constitution.
