The following are the steps to make the desktop background as a slideshow in windows 7:

Step 1:

On your desktop right click on the mouse.

Step 2:

Click on the personalize button present in the options.

Step 3:

Then click on the desktop background and you will see that many themes appear. Choose all the themes that you want to be displayed in the slideshow.

Step 4:

Now you should choose the time for each picture to change and how you want the picture position to be and then click on save changes.
