Solution:-

:\implies \sf V_{any\:point} = \sf V_{com} + wr

:\implies \sf V_{p} = v + \sf\dfrac{V}{R} × \sf\dfrac{R}{2}

:\implies \sf V_{p} = v + \sf\dfrac{V}{2} = \sf\dfrac{3V}{2}

hence, option 4 is right.
