Among the playing cards there are 13 spades from which one has to be selected.

No. of ways of selecting one among the 13 spades \displaystyle\sf {=\,^{13}C_1=13.}

One heart "or" one spade is being selected at a time, so the total no. of ways of selection \displaystyle\sf {=13+13=26.}

Hence (b) is the answer.
