Let's first learn some basics :-

What is acceleration?

Acceleration is the rate of change of velocity in a unit time.

What is velocity?

It's the speed in which both magnitude and direction is mentioned.

We have learnt that if velocity is constant, acceleration is 0. But if velocity is 0 then can acceleration has some value?

Yeah, it can has. Suppose if we throw a ball in air upwards, at the highest point, the final velocity will be 0. But as we are throwing the ball upwards on earth, the acceleration will be -9.8 m/s^2 . It will be negative because we are throwing in opposite direction from earth.

So in this , we observed that velocity was 0 and acceleration was having some value, ie -9.8m/s²

Hope it helps..!!

Yes, it's possible to have zero speed while accelerating,

Yes. Anytime the velocity is constant, the acceleration is zero..
