Answer: Mrs Pumphrey said so because according to her, Dr. Herriot took Tricky for some kind of surgery or operation but actually it was a therapy. When she saw Tricky healthy and fit at the end of the story, she said that the surgery was successful and thanked Mr. Herriot for making this operation victorious

Mrs Pumphrey thought that tricki was malnourished and when he got admitted into the hospital for a fortnight, she sent him lots of food which was eaten by the doctor and his colleagues. When she saw her Tricki all healthy again, she exclaimed that it was a triumph of surgery. She said so because she thought that doctor Herriot performed a surgery on Tricki when he actually just put him on a diet and made him exercise.
