Let the money spent by 9th person be x
then average money spent by them = [(12*8)+x]/9 = (36+x)/9

9th person spent 8 more then average of all
so, x = [(36+x)/9] + 8
x = 168/8 = 21

so, total money spent by 9th person is 21₹
