hey there

when a substance`s temperature reaches upto its boiling point then the kinetic energy of the particles in the substance is highest. Then the heat supplied is used to neutralise or minimise the force of attraction between the particles. This means that the kinetic energy of the particles remains constant at the boiling point but the heat energy is then used to overcome the force of attracion between the particles. this heat energy is continuously used until whole of the substance changes its state.

The reason is same in case of melting. Only the difference that during boiling liquid changes to vapour while during melting solid changes to liquid.
