The leaders of these poor people were treated badly they were not given their own salary and stole Thier food and hence the cruel government broke the trust on country. And hence these angry people want to revert back them with their power that is VOTE so now they have power in Thier hands. This is what the pic represent ( I think it's in French Revolution lesson )
