Many people are afraid of water. The fear of water is called as "Aquaphobia". This may be due to a bad experience that may have occurred in the past, a fear that he may drown, fear instilled in the child from his parent etc. It is often noticed that non-swimmers are the one's who develop such fear.
To help your friend overcome "aquaphobia", talk to your friend and convince him/her that you want to help him and ensure you never say anything like "What's there to worry about" or anything that may discourage them.  Once, you have gained the trust of your friend, take him near a pool (stand outside) and first ensure that he/she is comfortable. Enter the pool on the shallow end, making sure that the water is never above his waist, so that he might feel secure. Then, practise a few exercises like breathing etc and relax. Keep telling your friend about the importance of wearing goggles, what happens when water enters the ear etc.
Problems that may occur when one tries to learn to swim is that, if the pool is very crowded others splashing water, may stress your friend out. Swimmers often tend to try to hold their breath under water, and your friend might drink a little water or might not be able to stay under the water for very long.
Your friend may take a long time (weeks and sometimes even months) to learn to swim. But be supportive and do not rush into it and try practising in pools that are not very crowded.  Being comfortable in water, is the most important step.
