9 {x}^{2} - 12x + 2 = 0

9 {x}^{2}  - 12x =  - 2

 {(3x)}^{2}  - 2(3x)(2) =  - 2

adding \:  {(2)}^{2} \: on \: both \: sides

 {(3x)}^{2} - 2(3x)(2) +  {(2)}^{2}  =  - 2 +  {(2)}^{2}

using \: formula \:  {(a - b)}^{2} =  {a}^{2} - 2ab +  {b}^{2}

 {(3x - 2)}^{2} =  - 2 + 4

taking \: square \: root \: on \: both \: sides
