according to me this question is wrong

the right question is 9x²+18x+8=0

now we multiply 9x²×8=72x²

now find the factor of 72 that by adding we find 18

9x²+(8+9)x+8

9x²+8x+9x+8

x(9x+8)+1(9x+8)

(9x+8)(x+1)
