The solubility of water is b. unsaturated.

As the solute particles dissolved in the solution, the solution is unsaturated. In unsaturated solution only, the solute particles will dissolve.

a. saturated

Had the solution been saturated, the solution particles would not have been able to dissolve. The solute particles will remain as they are. Hence, this is incorrect.

c. supersaturated

A supersaturated solution is a solution in which the solute particles are dissolved beyond the saturation level. If more solute particles are added to the supersaturated solution, they will surround the solute particles in the solution. Hence this is also incorrect.
