First,taking 250 watt electric bulb which is lighted for 5 hours daily.

\boxed{\textsf{W \: = \: P \: * \: t}}

\textsf{W \: = \: 250\: * \:5}

\textsf{W \:=\: 1250\: Whr/day.}

Now, four 6 watt bulbs which are lighted for 4.5 hours daily.

\textsf{W \:= \:4 \:* \:6 \:* \:4.5}

\textsf{W \:= \:108 \:Whr/day.}

Total energy consumed per day = 1250 + 108 = 1358 Whr/day.

Converting to kWh,

\textsf{1 \:Whr \:= \:0.001 \:kWh}

\textsf{1358\: * \:0.001}

\boxed{\textsf{1.358 \: kWh/day}}

Number of days in February = 28 days.

Total power consumed in the month of February = 1.358 * 28

\boxed{\textsf{38.024 \: kWh}}

\boxed{\therefore{\textsf{Energy \: consumed \: in \: the \: month \: of \: February \: = \: 38.024 \: kWh.}}}
