use distance formula

root((5-x)^2+(2-y)^2)=root((-3-x)^2+(5-y)^2)

squaring on both sides

(5-x)^2+(2-y)^2=(-3-x)^2+(5-y)^2)

25+x^2-10x+4+y^2-4y=9+x^2+6x+25+y^2-10y

cancel x^2+y^2 on both sides

29-10x-4y=34+6x-10y

16x-6y+5=0
