The pitch of sound produced increases which makes it more shriller and thus a person can tell that the bucket is about to fill.

A familiarity with acoustics is quite important in understanding the reason behind this behavior of sound.

Here the bucket is assumed to a (organ) pipe closed at one end. Now, the frequency of the fundamental node produced by the bucket would be given as

n = v/4L

So, the frequency is clearly dependent upon the length of the pipe or bucket. Now, as the water keeps filling in the length 'L' decreases which further increases the frequency 'n' of the sound produced, in accordance with the above relation. This increase in frequency is what the increase in pitch of sound produced by in falling water and the pitch will be the highest when the bucket is on the verge to being completely filled.

Answer:

As the water level in the bucket kept under the running tap rises, the length of the air column decreses, so the frequency of sound produced increases i.e,the sound becomes shriller and shriller. Thus by hearing tge the sound from a distance, one can get the idea of the water level in the bucket.
