When pH paper is dipped in the solution with pH 1 it changes into blue colour because it is an acid which has pH more than 7 and the acid changes the pH paper from blue to red. Next when the pH paper is dipped in the solution with pH 13 it changes into red colour because it is a base which contains pH less than 7 slit changes the pH paper from red to blue.
