It actually does not.
This is because when the ball falls, the air resistance acts against it, which slows it down.So when it hits the ground, it will act a less force on the ground. By Newton's third law, every action has an equal and opposite reaction. Thus it will not rise back to the original level, but a little lower than that.
This even depends on the kind of surface, obstacles present and even the gravitational pull. If the gravity is too high, then its possible the ball wont even bounce back!
