For the second half,

Velocity after first half,

v=0+gt_{1}=gt_{1}

For the second half of the fall,

\frac{h}{2} =gt_{1} \times t_{2} +\frac{1}{2} \times g\times t_{2} ^{2}

On solving,t_{2}=\sqrt{\frac{2g}{h} }

Hence, the ratio of t_{1}\  and\ t_{2} is \sqrt{2}.
