When there is air in the balloon, it exerts pressure on the walls of the balloon, which is balanced by the atmospheric pressure. On removing the air from the balloon, the atmospheric pressure becomes greater than the internal pressure, which means the atmospheric pressure will exert a force on the balloon, collapsing it
