when a balloon filled with helium gas,  a pressure starts developing inside the ballon. This causes an upthrust which is the weight of the air displaced. In the beginning this weight of air displaced is greater than the weight of the balloon so the balloon starts rising.

But the weight of air displaced starts decreasing with the increase in altitude because the density of the air starts decreasing with increase in altitude.

At a point where air density is such that the weight of air displaced is equal to the weight of the balloon, the balloon starts to float there indefinitely.
