That's why they can attain up to 250 beats every second

The rate at which a bee may beat it's wing may vary over a period of time due to it's speed, and that explains why we talk of average time.

To get this average, we divide 1 by 250

So, average time for one beat = 1/250

                                                 = 0.004 Seconds

What this answer means is that, on average it takes 0.004 seconds for the wing of a bee to go up and down once.
