radius = 28 cm = 0.00028 km
time = 10 s = 0.0028 hr

distance = 45 × (2πr)
= 45 × 2 × 22/7 × 0.00028
= 0.079 km

time = 0.0028 hr

speed = distance / time
= 0.079 / 0.0028
= 28.21 km/hr
