diameter of the circle is 70 cm
therefore radius = 70/2 = 35 cm
now the circumference of the wheel =2πr
2 x 22/7 x 35 cm =220 cm
And, 4.4 km = 4400 m x100 = 440000cm
no. of rotations to cover the distance of 440000 cm =
 \frac{total \: distance}{circumference \ of \: the \: wheel} = \frac{440000cm}{220cm}
= 2000
therefore the wheel would rotate 2000 times to cover the distance of 4.4km.

hope it helps friend!
