EXPLANATION:

The given sentence is in comparison of two nouns, a bird and a frog. ‘as’ is used to compare two nouns in a sentence. Example: She runs as fast as a wind. This example tells that the subject ‘she’ runs faster like a wind. It is called simile sentence.

Whenever when the subject is compared with other subject through a verb it is called simile. The action word can be explained using ‘as beautiful as’ , ‘as tall as’ etc., The word ‘as’ can also be used as conjunction to join two sentences. In that case as can be used for comparison(explained above) and reason. Example: She did not come to school as she is sick.(reason).
