A bird perches on a bare high power line and nothing happens to the bird. A man standing on the ground touches the same line and gets a fatal shock. Why?

The bird is not touching the ground, so the earthing is not happening, i.e.,the current from the line is not reaching to ground through the bird. So, nothing happens to it.
On the other hand, the man is touching the ground, so, the process of earthing is taking place. That's why the man gets a fatal shock.
