The person who is holding the bird must wear non conducting part of matter that creates hindrance in the path of flow of current.

A bird sitting on a wire may not get a shock while a person holding it may because  the circuit between the bird sitting on the live wire and the earth is not fulfilled and no current flows through the body of the bird which remains safe and secure.

Nevertheless, if a man standing on the ground touches the same wire, the circuit to the earth is complete through his body and a heavy current passes through his body, causing a fatal shock.
