The momentum of a system of bodies remains same.

Means -

 {m}^{1}  \times  {v}^{1}  =  {m}^{2}  \times  {v}^{2}

Let's say -

Mass of boat = m1 = 50kg

Velocity of boat = v1 = ?

Mass of dog = 5kg

Velocity of dog = 20m/s

Now if we apply law of conservation of linear momentum in this case thus we will get :

50 {v}^{1}  = 5 \times 20

50 {v}^{1}  = 100

 {v}^{1}  = 100 \div 50

 {v}^{1}  = 2m \div s

Thus velocity of boat is 2m/s.
