Yes the average velocity of a body can be zero because a body starts its Motion from a point and then comes back to its original. Then this displacement is zero so velocity is equals to displacement over time where displacement is equals to zero so average velocity also = 0 but speed is a scalar quantity speed is equals to distance over time. if a body travels from a to b and then comes back to a then the displacement is zero but the distance is not zero so average speed would not be zero.
