equilibrium are of two types : static and dynamic . in static equilibrium, net external force and torque acting on a system are zero while in dynamic equilibrium, net external force and torque on a system moving with constant velocity are zero.

here option (A) body is in static equilibrium, because is in rest. and no net external force act on body .
we can't say about (B), (C) and (D), because here question didn't mentioned about state of motion or external force and torque.
