The velocity of the body thrown vertically up is zero at its highest point whereas the acceleration of the body continues to act in the downward direction. Thus at that instant, the body has acceleration while its velocity is zero.Also at the highest point, the body reverses its direction. Hence numerically, the body is at rest when it reverses its direction.

According to newton's first law of motion, the acceleration of the body could be zero if there is no force acting on it. Acceleration in an object could be zero even when several forces acting on it. This happens when all the force cancel out each other i.e. the net force acting on the object is zero. For a uniformly moving object the net force acting on the object is zero. Hence, the acceleration of the object is zero.
