Here is the answer.

As the forces are not acting in the same line but are acting in opposite direction so they will tend to produce a couple but since they are not equal hence there will be some translation motion as well as rotation .

If the body is fixed and is unable to move then there will be a twisting moment or shear force acting along the lines of the forces as well.
