During its upward journey the velocity decreases and hence kinetic energy also decreases. To compensate the decrease in kinetic energy the potential energy increases to the extent at that instant.Hence at that top when velocity is zero, kinetic energy is also zero and potential energy is maximum. Thus P.E increases til it becomes maximum.
