INITIAL MOMENTUM OF SYSTEM,

=m1*40+m2*0

=40m1

FINAL MOMENTUM OF SYSTEM

=(m1+m2)*30

BY THE LAW OF CONSERVATION OF MOMENTUM

INITIAL momentum=FINAL momentum

40m1=(m1+m2)*30

40m1-30m1=30m2

10m1=30m2

m1=3m2

m1/m2=3

[ 3 is your answer]
