I think question is wrong as time is not in minus But as per question,
Distance = 13.8+ ( - 0.2 )
= 13.8 - 0.2
= 13.6
Time = 4.0 + ( - 0.3 )
= 4.0 - 0.3
= 3.7
Velocity = Total displacement ( Distance ) / Time
Velocity = 13.6 / 3.7
= 13.6 / 3.7 * 10 / 10
= 136 / 37
= 3.67 m / s ( approx )

= 13.6
Time = 4.0 + ( - 0.3 )
