why is that?

because ground has more irregularities. For example if you see a road you can notice some it is rough. Like that ground is mostly rough except in some cases where the ground is smooth or wet but still their friction is more compared to air

sea water has salt molecules present in the gap between water molecules so it will make intermolecular space(the space between molecules) more so the liquid will become more solid like but not solid.

Fresh water's intermolecular space is less than sea water as it has no salt crystals occupying the empty space but it is more compared to air

as air occupies the largest amount of space available the intermolecular force is very less making friction less. but high speed wind can cause friction to increase but that is just an exception
