One digit number matching criteria = 1

Two digit numbers matching criteria = 9

Three digit numbers matching the criteria (by the rows starting with 1,2 and so on) = 9+8+7+6+5+4+3+2+1 = 45

Total numbers = 55

Probability = 55/10000 = 11/2000

Answer-11/2000
