why does box stay at rest in the cases corresponding to figure "a" and figure "b". ​

The box is at rest because the applied force is less than frictional force, which is opposite to the force which is applied on it.

Explanation:

you think that two person apply force on same object , one person is applying 2 newton force and second which is opposite to first person apply 5 newton force then obiviously the box move towards first person as the the second person applying more force.

that is why in figure 3 the box move as force applied is more than the frictional force
