Pressure is caused by a force that pushes against an object.

The pressure increases when the force increases or when the area (that the force is acting on) decreases.

Therefore, in this case, the breadth 20 cm and height 10 cm of the block is lesser than the length. A product (area) of these two dimensions are lesser when compared to the product (area) with the length dimension. 

Hence, pressure exerted by the rectangular block will be maximum when breadth and height form the base.
